Helping children in care to thrive

Improving educational outcomes - what's being done?

National strategy

The government has set targets and by next year [2011] aim to get 60% of children who have been in care for at least a year achieving level 4 in English and 55% achieving level 4 in maths at primary school key stage 2. At GCSE the aim is to have 20% leaving school with five good exams.

A four-pronged national strategy developed by the old Department for Children, Schools and Families to achieve this includes rolling out a ‘virtual school head’ scheme to every local authority, ensuring there is a ‘designated teacher’ in every school, a ‘personal education allowance’ for all looked after children who are at risk of not reaching expected standards and the offer of one-to-one tuition for all children who would benefit.

One-to-one tuition and personal education allowances are aimed at ensuring children in care get the same chances as other children to learn and attend school trips and other outside activities.
